Should I list Python versions?

Usually not. Mention a version only if the posting does, or if you led an upgrade, which is an achievement in itself.

Do data science libraries belong on a Python developer resume?

List pandas and NumPy if you use them. Leave out machine learning libraries unless the role involves them; they can make a backend resume look unfocused.

Are Python certifications worth listing?

They matter less than shipped work. A cloud certification is more often asked for than a language one, but list either if you have it.
